Layer ingredients in 9x13-inch pan, starting with the bottom layer: ½ head shredded lettuce, chopped bell pepper, finely chopped green onions, peas, celery slices, 1/2 head shredded lettuce, and finally spread mayonnaise over top.
Sprinkle Parmesan cheese over the salad. Garnish with bacon and chopped eggs. Cover and store in refrigerator.
