Melt butter in hot water; bring to a boil. Remove from heat; add flour. Stir until a ball can be formed. Beat eggs into mixture, one at a time. Spread into a greased 16½-x-11½-inch pan. Bake at 400º for 20 to 25 minutes.
Beat cream cheese and milk until smooth; add pudding and mix for two minutes. Spread on cooled crust. Top with whipped topping and chocolate syrup.
