On stovetop or in a microwave, blanch the carrots until crisp-tender. Layer half in a shallow 2-quart baking pan; cover with half of the cheese. Repeat layers.
Sauté onion in 4 tablespoons butter for two minutes; blend in flour and seasonings. Cook and stir for one minute. Add milk all at once; cook and stir until thickened. Pour over cheese.
