Cut potatoes in half and place in a saucepan; cover with water. Cover and cook until tender, about 20 minutes. Drain well.
In a large skillet, melt butter. Add chives, tarragon, parsley, and garlic. Cook and stir over low heat for one to two minutes. Add potatoes, salt, pepper, and bacon; toss to coat. Cook until heated through, about five minutes.
