Sauté ground beef in oil; drain. In a large pan or Dutch oven, combine water, cabbage, onion, and celery. Simmer 15 minutes.
Add ground beef, beans, tomatoes, salt, and pepper. Cook slowly for 30 minutes. Serve with crackers or cornbread. Leftovers can be frozen.
