over medium heat until thoroughly cooked; drain. Stir in hot dogs, salsa, tomato paste, chili powder, and cumin; add salt and pepper and bring to a boil. Reduce heat to low and simmer 10 to 15 minutes or until mixture is thick.
Combine all topping ingredients in a large bowl; blend well and spoon batter around edges of chili in skillet. Bake for 20 to 25 minutes or until topping is golden brown. Garnish with green onions and additional Cheddar cheese.
