Place hashbrowns in greased 8-inch square pan; sprinkle with cheese, ham, and onions. Beat together eggs, milk, pepper, and salt; pour over all. Cover and refrigerate overnight. Remove from refrigerator 15 minutes before baking. Bake uncovered at 350° for 55 minutes.
