Heat half of oil in a skillet. Add beef and stir fry until brown and juices evaporate. Remove beef from skillet. Add remaining oil, peppers, and onions. Stir fry until vegetables are crisp tender. Add gravy, picante sauce, orange juice, and soy sauce. Heat to boiling. Return beef to skillet and heat through. Serve over rice.
