Combine the first six ingredients. Stir in eggs, celery, onion, and milk; mix well. Heat oil in fryer. Drop batter from a tablespoon into hot oil 1/4 inch deep. Fry until browned, turning to cook both sides. Add more oil as needed. Drain on paper towels.
Note: These can be used as bread for a meal or as appetizers with a dip.
