Sift together flour, baking powder, salt, cinnamon, and nutmeg. Beat eggs; add sugar or honey followed by milk and vanilla. Gradually beat in flour mixture; stir in carrots. Heat oil and drop in heaping tablespoonfuls of batter, turning to brown on all sides. Drain; dust with powdered sugar and serve with maple syrup.
